A signed affidavit is basically a useless piece of paper in a case like this. All it says is that the person saw something that they BELIEVE it's a criminal act. Unless law enforcement does something with that sworn statement, it means nothing. you have a skewed understanding of an affidavit. To be sure I looked it up, it is not just a piece of paper that states what someone thinks happened. It is made under oath before an official and is accepted to be the truth from the person giving the statement, under penalty of perjury. It is an accepted form of evidence and although these were just hearings I think it was assumed by all present that the people testifying would be truthful. We don’t always like the truth we hear but it doesn’t make it untruthful. He got the police involved only to discover the county worker was carrying boxes of new phone equipment he was installing in county offices.
Just because someone thinks something is true doesn’t make it so.
